The European Commission levied a record-setting fine on Google. “The size of the fine the tech giant will have to pay for abusing its monopoly in online search, €2.4bn ($2.7bn), sets a record for European antitrust penalties,” but it remains to be seen whether Google will have to cough it up. The tech firm has promised an appeal. By no means is this case clear-cut, but its resolution should further thought on the extent to which “network effects create high barriers to entry in online markets.”

Starting today, women in France may no longer wear burka or other facial coverings in public. The “burka ban,” passed last October by the French Parliament, was “seen as a defence of women’s rights and a re-statement of the liberal and secular traditions of French society.” There is, however, concern that the law might lead to unrest. Some have called it Muslim baiting. Officials are taking steps to minimize conflict. Police have been ordered not to force women to remove their coverings, but rather to forward cases to the state prosecutor. A woman may be fined €150 for wearing a burka or other facial veil.

The Securities and Exchange Commission (SEC) fined Citigroup $75 million for misleading shareholders. “Too big to fail” author Andrew Sorkin notes the irony. This settlement punishes the shareholders, the very “same people who were arguably defrauded by its [Citigroup’s] failure to disclose its exposure to subprime mortgages in the first place.” The SEC admits this is “awkward,” but claims corporate settlements best encourage companies to obey disclosure regulations. Former SEC Chairman Harvey Pitt has a different opinion, “a class of innocent shareholders is being asked to pay for the misconduct of corporate officers.”
