The cost of “suffocating air pollution” is higher than imagined. The World Bank had estimated in 2016 that air pollution resulted in health costs of $5 trillion a year, but other losses could especially hit developing countries. “High pollution levels are capable of causing net out-migration of 5%—a potentially devastating economic blow, especially because those most likely to leave are wealthy and educated.”

The Bank of Japan’s “decision to adopt negative interest rates has failed to rein in the currency’s advance.” In part, this is because money managers are advising wealthy families to favor the yen amid the turmoil in global financial markets. As a result, the yen is outperforming “all 31 other major currencies this year as Japan’s current-account surplus makes it attractive for investors seeking a haven.

“The president’s budget calls for long-term deficit reduction, but its immediate priority is to encourage the fledgling economic recovery. Instead of trying to stabilize the budget on the backs of the poor, it would raise taxes on the wealthy and on big banks and eliminate many corporate tax loopholes.” Congress should pass this budget. Alas, Congress is “dysfunctional.” “The proposal will go nowhere, largely because of the Republican refusal to raise taxes on the wealthy and to spend money on vital programs.”

Warren Buffett complained his tax rate was too low. He believes the wealthiest Americans have an obligation to pay more. In his honor, President Obama has proposed a minimum “Buffett tax’’ on the very rich. The Globe salutes Warren Buffet, contrasting him with other CEOs. Buffett is “a walking indictment of the puffed-up CEO who, in bad times, displaces blame in a torrent of MBA-speak – and takes home big bonuses no matter what.”
