The SEC and its Chair Gary Gensler have refused to “make clear how existing securities laws apply to digital assets.” From their perspective, “there’s little upside in breaking the silence.” If they state digital assets are securities, “Gensler would have to show his reasoning, opening the SEC up to more costly legal battles that it could lose.” By refusing to rule make, “the agency can keep firing off enforcement actions.”

“Today congestion has all but disappeared at U.S. ports, supply chains have almost returned to normal, and freight costs have fallen back to prepandemic levels. But in the aftermath of this disorienting and costly experience, it is critical to ask: What led to such a severe backup and what can be done to prevent a recurrence?” Until there are corrective measures like 24/7 port operation and automated container handling, “the system remains vulnerable to future supply disruptions that will harm the U.S. economy.”

In contrast, the industry is experiencing profound consolidation. As chip generations become more challenging and costly, “the number of manufacturers at the industry’s cutting-edge has fallen from over 25 in 2000 to three.” The “grueling 60-year struggle for supremacy is nearing its end.”

“France’s counterterrorism operations in Africa deserve U.S. support.” Though the U.S. is now largely disengaged from the area, West Africa continues to be a hot bed of al-Quaeda activity. Fortunately, France has moved to fill the vacuum and will likely have 3,000 troops stationed in the region by year end. “For the government of François Hollande, this is a costly and risky initiative, and it deserves strong support from the United States.”
