As was the case during the initial five weeks of conflict this spring, the president seems rigidly focused on a low-risk, stand-off warfare, minimising the risks of close-up combat.” With the tactics of Trump’s campaign “explicitly designed to avoid high-intensity battle,” his “objectives are rooted more in hope than in strategy.”

“Mr. Trump’s demonizing of Iran, and his unwillingness to engage its government, could result in a broadening of the American military mission from defeating ISIS to preventing Iranian influence from expanding. This would be dangerous. Iran is a vexing state to be smartly managed, not assumed to be an implacable enemy.”

It’s reassuring to think “that the Islamic State is its own worst enemy, so extreme in doctrine and practice that it will galvanize opposition within the Islamic world.” The “sobering truth” is less comforting. “The Islamic State also has picked up popular support and the allegiance of other militants in countries as far away as Algeria and Pakistan.”
