“The nuclear arms control edifice that was built up over half a century is in danger of coming apart” as the Trump administration withdraws from the INF Treaty and does not seek to extend New START. “After more than 50 years of U.S.-Russian arms control negotiations and agreements, there is scope for thinking anew about how best to reduce nuclear dangers. But abandoning long-standing agreements and conditioning any new negotiations on including China are not the best way to do that.”

President George H.W. Bush’s remarkable legacy includes putting together “one of the finest, scandal-free Cabinets in U.S. history.” In contrast, the “current crew” is populated with “liars, braggarts and bullies” who posterity will judge harshly. “None of them will be heralded for leaving American democracy stronger than when they entered office. Neither in their personal dealings nor in their policy choices will they be seen as kind or considerate. They’ve torn up international agreements, frayed relationships (here and abroad) and deformed institutions.”

“Global CO2 emissions increased to 35.1 billion metric tons in 2013, a new record and a 29% increase over a decade ago. Of the year-over-year carbon climb, China at 358 million metric tons jumped by more than the rest of the world combined and is responsible for 24.8% of emissions over the last five years.” Developing nations now account for nearly 60% of emissions, which means “that regardless of what the West does, poorer countries that are reluctant to sign agreements that impede economic progress hold the dominant carbon hand.”
